DGCA

New Delhi: The Directorate General of Civil Aviation (DGCA) has levied a hefty fine of Rs. 30 lakh on Air India following a tragic incident at Mumbai airport, where an elderly passenger lost his life due to a lack of adequate wheelchairs. The fine comes as a response to what the DGCA deems a violation of Aircraft Rules, 1937, by the airline.

Elderly Passenger’s Death Sparks Regulatory Action

The incident, which occurred on February 12, involved an 80-year-old passenger who collapsed and subsequently passed away after suffering a heart attack at Mumbai airport. The individual had just arrived on an Air India flight from New York, accompanied by his wife. Allegedly, the passenger was forced to walk a considerable distance—approximately 1.5 km—due to the unavailability of a wheelchair, exacerbating his health condition.

In response to this tragic event, the DGCA initiated an investigation and issued a show cause notice to Air India for its failure to comply with the provisions outlined in CAR SECTION 3, SERIES ‘M’, PART I, pertaining to the carriage of persons with disabilities or reduced mobility.

DGCA’s Findings and Subsequent Actions

According to the DGCA’s statement, Air India submitted a response on February 20, claiming that the elderly passenger opted to walk alongside his wife, who was also utilizing a wheelchair. However, the airline’s response did not absolve it of non-compliance, as it failed to provide a wheelchair to the elderly passenger, contravening the aforementioned regulations.

Furthermore, the DGCA expressed dissatisfaction with Air India’s handling of the situation, noting that the airline did not disclose any disciplinary actions taken against the responsible employee(s) nor did it outline any measures implemented to prevent similar incidents in the future.

Regulatory Measures and Advisory Issued

Alongside the substantial fine imposed on Air India, the DGCA has issued an advisory to all airlines, stressing the importance of ensuring an adequate supply of wheelchairs at airports. The advisory underscores the critical role of such equipment in assisting passengers who require mobility assistance during embarking or disembarking from aircraft.

This incident serves as a sobering reminder of the paramount importance of maintaining stringent safety standards within the aviation industry. As air travel continues to be a vital mode of transportation for individuals of all ages and abilities, it is imperative that airlines prioritize the accessibility and well-being of their passengers.

Air India’s Response and Future Commitments

In light of the DGCA’s findings and subsequent actions, Air India has yet to issue an official statement regarding the imposed fine and the circumstances surrounding the incident. However, stakeholders anticipate a comprehensive response from the airline addressing the regulatory concerns raised by the DGCA.

Moving forward, Air India and other airlines must redouble their efforts to ensure compliance with safety regulations and enhance their support for passengers with disabilities or reduced mobility. This entails not only the provision of adequate wheelchairs but also the implementation of robust training programs for airline staff to effectively assist passengers in need.

The DGCA’s enforcement actions against Air India underscore the gravity of the situation and highlight the regulatory body’s commitment to upholding safety standards within the aviation sector. While the imposition of fines serves as a deterrent against future lapses in compliance, it is incumbent upon airlines to proactively address and rectify any deficiencies in their operational procedures to ensure the safety and comfort of all passengers.

By fostering a culture of accountability and prioritizing the needs of vulnerable passengers, airlines can mitigate risks and enhance the overall travel experience for individuals with disabilities or reduced mobility. This collective effort towards inclusivity and accessibility reaffirms the aviation industry’s dedication to serving passengers with dignity and respect.
